Background

The Water Replenishment District of Southern California (WRD) is a State Special District established in 1959 under the California Water Code to manage groundwater resources within the Central Basin and West Coast Basin in southern Los Angeles County. WRD's mission is to provide, protect, and preserve high-quality groundwater through innovative, cost-effective, and environmentally sensitive basin management practices for the benefit of residents and businesses. The district aims to utilize on-call engineering services to deliver Capital Improvement, rehabilitation, and replacement projects efficiently over the next three years.

Work Details

The selected firms will provide on-call engineering services including feasibility studies, optimization studies, environmental assessments, geotechnical reports, hydraulic modeling, topographic surveys, economic analyses, treatment system performance evaluations and designs, cost estimating, specification writing, preparation of standard engineering details, master plans preparation, and literature reviews. Up to five firms will be selected to enter into contracts for these services on a task order basis. Each project will be negotiated separately with a defined scope of work and fee estimate.

Period of Performance

The contract will have a maximum term of three years from the date of execution.

Place of Performance

Services will primarily be performed within the geographic boundaries of the Water Replenishment District of Southern California.

Bidder Requirements

Firms must demonstrate qualifications including relevant experience in similar projects. They must also comply with insurance requirements as per the District’s standard Professional Services Agreement. Participation in the Diversity in Business (DIB) Program is encouraged but optional; bidders can receive bid preferences by contracting a minimum specified percentage of work to certified Small Business Enterprises (SBE), Disabled Veteran Business Enterprises (DVBE), or Local Business Enterprises (LBE).
