Leo J. Vander Lans Advanced Water Treatment Facility Microfiltration and Chemical Upgrade Project

Background

The Water Replenishment District of Southern California (WRD) is a State Special District established in 1959 to manage groundwater resources in southern Los Angeles County. WRD's mission is to provide, protect, and preserve high-quality groundwater through innovative and environmentally sensitive basin management practices. The Leo J. Vander Lans Advanced Water Treatment Facility (LVL AWTF) produces advanced treated recycled water to prevent seawater intrusion and replenish groundwater resources. The facility has undergone expansions and upgrades since its initial construction in 2003, with the latest project focusing on upgrading the microfiltration (MF) and chemical systems.

Work Details

The contract involves design and engineering services during construction for the upgrade of the MF and chemical systems at LVL AWTF. Key tasks include: - Replacing all MF modules (both primary and backwash recovery) - Rehabilitating existing systems - Upgrading chemical storage and conveyance systems - Eliminating day tanks - Installing new containment areas for chemicals - Ensuring operational flexibility with a new onsite injection well. The overall estimated cost for this project ranges from $25 million to $35 million.

Period of Performance

The anticipated project schedule includes a kick-off for engineering design in September 2026, with an expected duration of 12 months for design. Construction completion is anticipated by mid-2029.

Bidder Requirements
