Background

The Water Replenishment District of Southern California (WRD) is a State Special District established in 1959 to manage groundwater resources within the Central and West Coast Basins in southern Los Angeles County. WRD's mission is to provide, protect, and preserve high-quality groundwater through innovative and environmentally sensitive basin management practices. The agency aims to deliver Capital Improvement, rehabilitation, replacement (R&R), and Operations Support projects efficiently using on-call construction management services. WRD intends to select up to three qualified firms for this purpose.

Work Details

The selected firms will provide on-call construction management services including pre-construction services, construction phase services, and project close-out services as outlined in Exhibit A. Each project will be negotiated separately with a defined scope of work, fee estimate, schedule, and project team organization chart. Consultants must submit abbreviated proposals for each task order detailing fee estimates, technical approaches, team qualifications, schedules, and deliverables. Fee estimates must include all direct costs without additional markups or allowances.

Period of Performance

The contract will have a maximum term of three years from the date of execution.

Place of Performance

The services will be performed within the geographic boundaries of the Water Replenishment District of Southern California.

Bidder Requirements

Respondents must demonstrate experience with similar projects and provide a statement regarding any conflicts of interest. They are required to meet insurance requirements as per the District’s standard Professional Services Agreement. Additionally, bidders may participate in the Diversity in Business (DIB) Program by contracting a minimum specified percentage of work to certified Small Business Enterprises (SBE), Disabled Veteran Business Enterprises (DVBE), or Local Business Enterprises (LBE).
