Radio, CAD/AVL, & APC Maintenance and Repair

Background

The Southwest Ohio Regional Transit Authority (SORTA), also known as Cincinnati Metro, is a regional transit authority established under Ohio law. SORTA provides a variety of public transportation services, including fixed-route mass transit, paratransit, and micro-transit across the City of Cincinnati and surrounding counties. The authority operates 48 fixed bus routes with a fleet of approximately 300 buses, along with additional vehicles for paratransit and micro-transit services. The purpose of this contract is to secure a qualified vendor to perform preventive maintenance and repair services for SORTA's Radio, Computer-Aided Dispatch (CAD), Automatic Vehicle Location (AVL), and Automatic Passenger Counter (APC) systems over a five-year term. These systems are essential for ensuring safe, efficient, and reliable transit operations through real-time communication and data management.

Work Details

The contractor will provide the following services: 1. **Preventive Maintenance**: This includes software/firmware updates, troubleshooting components, removal/installation of equipment as needed for vehicles being taken out of service or new vehicles added to the fleet. The contractor must maintain a list of all Radio, CAD/AVL, and APC equipment installed on each bus and at each fixed site. 2. **Annual Radio Infrastructure Checks**: Verification of correct codes in each unit, signal strength checks, RF interference assessments at tower sites, and inspection of transmission lines. 3. **Repair Services**: Timely scheduling of repairs to minimize disruption to SORTA's operations; all repairs must be performed by authorized service centers. 4. **Parts Management**: All equipment parts are the property of SORTA; the contractor must manage inventory through SORTA’s Maximo Inventory system. 5. **Emergency Services**: Availability for emergency repairs outside normal business hours with a response time within three hours.

Period of Performance

The contract will be performed over a period of five years from the date of award.

Place of Performance

Services will be performed at various SORTA facilities located in Cincinnati, OH.

Bidder Requirements

Bidders must demonstrate at least five years of experience in maintaining similar systems. They must provide evidence of necessary labor, hardware, materials, tools, and equipment required for maintenance or repair tasks. Additionally, bidders are encouraged to engage small businesses in their proposals as part of SORTA's MetroMAX Small Business Participation Plan which has a goal of 5% participation.
