***THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL*** 1. This acquisition is 100% set aside for Certified Service-Disabled Veteran-Owned Small Businesses. Prospective Contractors are cautioned that the proposal submitted in response to this solicitation must meet the criteria identified in VAAR Clause 852.219-73, VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (JAN 2023) (DEVIATION). For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm, must be certified and listed in the SBA certification database (https://veterans.certify.sba.gov/) and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their qualification. For a Joint Venture to be considered eligible as an SDVOSB if the joint venture 13 CFR 128.402 and the managing joint venture partner makes the representations under paragraph (c) of this clause. A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph 852.219-73(d) of the clause will be performed by the aggregate of the joint venture participants. Failure of a prospective SDVOSB to meet these certification requirements by the SBA shall result in elimination from consideration. Project Description: The contractor shall provide all supervision, labor, equipment, and materials needed to complete work for project 557-21-101 Correct Safety and FCA Deficiencies Bldg.2 per the provided drawings, specifications, and this statement of work. This project will also add an additional storage room to the back of the Veterans Canteen Service (VCS) store and remodel the existing uniform room in Building 41 into offices and a retail space for VCS. This project will also renovate the biohazard processing room in the Building 2 basement into a uniform room. It is expected that much of the equipment will also need updating during this project. This project will also renovate the warehouse and logistics areas in Building 2. An additional concern to be remedied in this project is the path of materials received via the main loading dock for the facility, which is currently directly through the kitchen. It is the desire of the facility to create a distinct path for items being unloaded and transported through the hospital, to prevent transport through the kitchen. Total area being renovated is 30,200 square feet. Maintain operation of all departments during construction. Construction impacts shall be minimized and mitigated in a way that limits disruption to the functioning of the Carl Vinson Veterans Affairs Medical Center (CVVAMC). Scheduling and coordination with the Carl Vinson Veterans Affairs Medical Center (CVVAMC) will be critical and must be approved by Contracting Officer s Representative (COR) prior to work.
