Supporting America's Schools Infrastructure

Background

The Pennsylvania Department of Education (PDE) has issued this Request for Proposal (RFP) on behalf of the Commonwealth of Pennsylvania. The RFP is part of the Supporting America’s School Infrastructure (SASI) grant awarded by the U.S. Department of Education (USDE). The goal of this contract is to address challenges related to school facilities across Pennsylvania, including building internal capacity within the State Education Agency and collecting reliable school facility condition data from high-need local education agencies (LEAs). Technical assistance will also be provided to these LEAs.

Work Details

The selected contractor will provide architectural and engineering services specific to K–12 public school facility condition assessments for participating SASI LEAs. This includes: 1) conducting on-site evaluations of school buildings; 2) analyzing major facility systems; 3) identifying deficiencies; 4) developing cost estimates and recommendations. The work must be completed within the timelines established by PDE and USDE, requiring coordination of site visits across multiple regions in Pennsylvania.

Period of Performance

The contract will commence upon the Effective Date and will end on February 15, 2029.

Place of Performance

The services will be performed across various locations in Pennsylvania, specifically targeting high-need local education agencies.

Bidder Requirements

Proposers must meet participation goals for Small Diverse Businesses (SDBs) at 11% and Veteran Business Enterprises (VBEs) at 3%. They must either meet these goals or request a Good Faith Efforts waiver. Additionally, Offerors must be registered in the Commonwealth of Pennsylvania’s Vendor Master file prior to contract execution.
