Background

Johnson County, located in the Kansas City metropolitan area, is seeking a representative to assist in identifying funding mechanisms directed by congressional appropriations and to provide federal regulatory assistance. The County serves over 600,000 residents through various agencies and departments, aiming to enhance community safety and vibrancy. The contract's goal is to secure federal funding and support for the County's initiatives.

Work Details

The representative will perform various services including: - Identifying federal funding opportunities through congressional appropriations and agency programs. - Conducting policy analysis and legislative tracking. - Coordinating federal affairs advocacy strategies. - Building relationships with members of Congress and federal agencies. - Providing legislative, executive, and regulatory advocacy through direct engagement with decision-makers. - Analyzing priority projects for grant opportunities and providing strategic advice. - Developing a multi-year federal grant funding plan aligned with County initiatives. - Reviewing draft grant proposals and assisting in application submissions. - Securing funds directly from federal agencies while navigating the appropriations process. - Ensuring effective Board and staff visits to Capitol Hill, including scheduling and preparation.

Period of Performance

The contract will be effective for approximately twelve (12) months from the date of the notice of award, with an option to renew for four (4) additional twelve (12) month periods if mutually agreed upon.

Place of Performance

The services will primarily be performed in Washington D.C., with potential travel required for meetings on Capitol Hill.

Bidder Requirements

Respondents must demonstrate experience representing local government in securing federal funding, with a minimum of 3-5 years preferred. They must be legally registered to conduct business in Kansas, provide proof of registration, have no suspensions or revocations of business licenses, and not be listed on the Excluded Parties List System on SAM.gov.
