Major Redevelopment and Construction Opportunities in New Opportunity Zones

Spartanburg County is nominating multiple census tracts for designation as Opportunity Zones under the permanent federal Opportunity Zone program. These tracts include Arkwright (207.02), Asheville Hwy (216, 218.05), Saxon Mill (217), Clifton Mill (222.02), and Startex Mill (231.04). The program is designed to attract private investment for projects such as workforce and attainable housing, industrial uses, mixed-use and commercial development, community-serving facilities, and adjacent infrastructure. The nominated tracts include several former mill sites and areas targeted for redevelopment, indicating likely future construction, demolition, site remediation, infrastructure upgrades, and consulting opportunities. The timeline for these designations includes community nominations by June 15, 2026, final state submission by July 1, 2026, and new Opportunity Zones going into effect January 2027. Once designated, these areas are expected to see increased activity in public-private partnerships, site development, and infrastructure projects, all of which may require outside vendors for planning, engineering, construction, demolition, environmental remediation, and consulting services.
