The purpose of the ERRS contract is to provide fast, responsive environmental cleanup services to the release, or threatened release, of hazardous substances/waste/pollutants and contaminants/materials and petroleum products/oil for the EPA Region 2. Environmental cleanup in response to natural and manmade disasters, terrorist activities, weapons of mass destruction, and chemical, biological, radiological, and nuclear incidents may also be required under this contract. A regional cross-over may be requested under this contract. Under rare circumstances international responses may be required.

Background The Environmental Protection Agency (EPA) is issuing the Emergency and Rapid Response Services (ERRS) contract to provide fast and responsive environmental cleanup services for hazardous substances, waste, pollutants, and contaminants in EPA Region 2. The contract aims to address environmental cleanup in response to both natural and manmade disasters, including terrorist activities and incidents involving weapons of mass destruction. The contract may also require international responses under rare circumstances. Work Details The contractor shall furnish necessary personnel, material, equipment, services, and facilities to perform the work outlined in the Performance Work Statement (PWS). Tasks include: - Emergency responses to hazardous substance releases. - Time-critical and non-time-critical removals. - Remedial actions for oil, hazardous wastes, and other pollutants. - Cleanup for incidents involving weapons of mass destruction or acts of terrorism. - Coordination with EPA personnel during concurrent task order implementation. - Compliance with applicable laws such as CERCLA, RCRA, CWA, and OPA. - Adherence to a Quality Assurance (QA) plan that ensures data quality meets project requirements. - Management of subcontractors and staffing for emergency response actions within specified timeframes. Period of Performance The contract period of performance is from January 27, 2027, to January 26, 2035. Place of Performance The primary location for performance will be within U.S. EPA Region 2, which includes New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands.
