Stormwater Pond Alum Treatment

Background

The City of St. Petersburg is seeking qualified vendors to provide aquatic chemical application services, specifically alum treatment, for a residential stormwater pond. The goal of this contract is to improve water quality by targeting excess phosphorus in the lake through the application of alum, which caps sediments and reduces nutrient flux.

Work Details

The contractor will be responsible for the procurement and application of 15,600 gallons of liquid alum in a 26-acre stormwater pond named Harbor Isle Lake. The dosage will be as prescribed by the city's management plan, targeting a dose rate of 9 mg Al/liter. Access to the pond will be from the right-of-way in a residential neighborhood, and the application must be completed within 48 hours. The work typically involves using small skiffs or workboats to evenly distribute the alum around the lake. The vendor must have been in business for at least three years providing similar services, possess an FDACS issued applicator license for aquatics, and ensure all necessary labor, materials, tools, and equipment are provided.

Period of Performance

The work must be completed before July 1, 2026. Alum application should occur within 48 hours of starting and preferably less than 24 hours. Work hours are restricted to between 7 AM and 8 PM.

The services will be performed at Harbor Isle Lake in St. Petersburg, Florida. The closest residential address is 7200 16th Ct NE with GPS coordinates of 27°50'11.9"N 82°36'50.6"W.

Bidder Requirements

Vendors must provide proof of registration with the Florida Department of State, Division of Corporations; possess a valid FDACS issued applicator license; have minimum insurance coverage as specified; and comply with all local laws regarding public records and other applicable regulations.
