NOTICE OF INTENT TO SOLE SOURCE

The Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with JEOL USA Inc. located at 11 Dearborn RD., Peabody, Massachusetts 01960 for the following instrument: JSM-IT710HR. Cage Code: 51043. The NAICS code is 334516. Detailed salient characteristics are attached. The authority for this non-competitive award is Simplified Acquisition Procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1. The Government intends to procure this as a sole source requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition regarding this requirement would be advantageous to the Government. If no affirmative written responses are received by 22 May 2026 @ 10AM EST, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete with this proposed requirement is solely within the discretion of the government.

Background The Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate and award a sole-source contract with JEOL USA Inc. for the maintenance and service repair of JEOL instruments operated by the U.S. Army Criminal Investigation Laboratory (USACIL). This contract aims to ensure the proper functionality and maintenance of critical forensic laboratory equipment, specifically the JSM-IT710HR and other JEOL instruments, which are essential for the mission of the USACIL. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform annual preventive maintenance and service repair for JEOL instruments. Specific tasks include: disassembling the JSM-IT300LV from its current location in Drug Chemistry, moving it safely to Trace Evidence, reassembling it in its new location, performing a performance checkout to ensure functionality, and repairing or replacing any damaged equipment incurred during the move. The services will cover multiple JEOL systems including JSM-IT300LV and JSM-IT500LV Scanning Electron Microscopes and JMS-T100LP AccuTOF LC-Plus (DART) System. The contractor must also engage in quality control programs to ensure compliance with contract standards.
