Statewide Literacy Framework Professional Learning Services Using Reading Apprenticeship

Background

The Region 9 Education Cooperative is seeking to implement the New Mexico Statewide Literacy Framework, which emphasizes leadership, instruction and intervention, assessment, professional learning, and family engagement. The goal of this contract is to utilize WestEd's Reading Apprenticeship Framework, developed over 25 years and backed by extensive research demonstrating its effectiveness in improving student literacy outcomes.

Work Details

The contract involves providing professional learning services through the Reading Apprenticeship Framework, which includes: 1. **Reading Apprenticeship Essentials I**: A 3-day live institute with full-day sessions focusing on immersive learning for up to 40 teachers, including facilitators' travel expenses and training materials. 2. **Reading Apprenticeship Essentials II**: A 2-day live institute designed for further development. 3. **Coaching Services**: Small group coaching sessions for teachers who have completed prior training, focusing on formative assessments and instructional practices. 4. **Leading for Literacy**: A 2-day institute aimed at guiding teams in implementing Reading Apprenticeship at the district level. 5. **Writing Apprenticeship**: A 3-day live institute focused on writing skills development for teachers. Each service aims to enhance teachers' abilities to support students in developing reading and writing skills across various subjects.

Period of Performance

The contract is set to commence on May 1, 2026, and will conclude on June 30, 2027.

Place of Performance

The services will be conducted at venues hosted by the participating districts within New Mexico.

Bidder Requirements

The prospective contractor, WestEd, is recognized as the sole source provider due to its unique qualifications in delivering Reading Apprenticeship professional learning courses. Their consultants are certified in this approach, which has been effectively implemented across various educational settings.
