Background The Landsat 10 (L10) mission is part of the Sustainable Land Imaging (SLI) Program, a collaborative effort between NASA and the U.S. Geological Survey (USGS) under the Department of the Interior (DOI). The L10 mission aims to provide continuous satellite coverage of Earth's continental surfaces, following the success of previous Landsat missions that began with the launch of Landsat 1 in 1972. The mission is designed to ensure that Landsat-like data is available to the USGS National Satellite Land Remote Sensing Data Archive (NSLRSDA) for at least five years. Work Details The USGS is seeking information for a possible Mission Operations Center (MOC) for the Landsat 10 project due to significant changes in mission architecture. The revised L10 architecture now consists of a single observatory with a targeted launch in late 2031. The RFI seeks updated information on MOC development, flight operations readiness, and long-term operations costing based on this new implementation approach. Current: Posted: May 18, 2026, 5:38 p.m. EDT The USGS is seeking sources for a possible mission operations center (MOC) for the Landsat 10 project. While there have been prior RFIs and studies issued for this activity, significant changes in the mission architecture necessitate engaging with industry again to get updated information. The L10 project has been revised per direction from the administration and congress with a new architecture that differs from the baseline that was previously used in prior engagement with industry. The baseline L10 architecture originally consisted of a "triplet" of three observatories (spacecraft bus + instrument) that were launched on a single vehicle and formed a constellation that executed Landsat Next mission requirements. The mission has since been revised to a single observatory with a targeted launch in late 2031. Thus, MOC requirements and objectives have been revised and the RFI seeks to obtain new MOC development and flight operations readiness and long-term operations costing information per the revised implementation approach. Additionally, the budget profile for L10 development has been revised to reflect a higher focus on cost efficiency and savings. Thus, the Government is seeking architecture solutions that offer cost effective options for the L10 Mission Operations Center and Flight Operations functions. Information received from this RFI will be used by the Government to develop its acquisition strategy for the L10 MOC for long-term operations.
