The Central Management Services (CMS) is seeking to establish a Joint Purchase Master Contract (JPMC) for presort mail services with Pitney Bowes Presort Services, LLC. This contract aims to provide essential presorting, barcoding, bundling, and delivery services for the State's first-class and flat metered mail in compliance with United States Postal Service (USPS) requirements. The contract is intended to be available to all governmental units and qualified not-for-profit agencies.

Work Details

The vendor will provide presort mail services including necessary equipment, materials, and personnel. Key specifications include: - Guarantee delivery of all first-class letter-sized mail to the USPS and standard class flat-size mail within 24 hours. - Pickup of State’s First Class letter-sized mail metered at the Mixed Automated Area Distribution Center (Mixed AADC) rate and First Class flat mail metered at the 5-digit rate between 5:00 p.m. and 6:00 p.m., Monday through Friday. - Ensure processing of State’s mail and delivery to USPS by midnight on the same day as pickup or in time for that day’s postmark. - All barcoding equipment must be CASS/MASS USPS certified. - Compliance with Move Update Requirement utilizing NCOALink service. - Provide an online tracking platform for State Agencies to view processed mail pieces.

Period of Performance

The estimated contract will begin on August 25, 2026, and end on August 24, 2029, with no potential renewals.
