Background The North Carolina Department of Public Safety is seeking competitive bids for HVAC Preventative Maintenance Services for the North Carolina National Guard located at 100 Minuteman Drive, Asheville, NC 28806. The purpose of this contract is to ensure optimal performance of HVAC systems, extend equipment life, and reduce costly repairs through scheduled preventive maintenance. Work Details The contractor will provide quarterly preventative maintenance services which include performing four scheduled inspections (Winter, Spring, Summer, Fall) as detailed in the maintenance checklist. They will also furnish post-inspection reports with recommendations for preventative maintenance and needed repairs. Specific tasks include: - Winter Inspection: system inspection and air filter change. - Spring Inspection: system inspection and cleaning of exterior coils. - Summer Inspection: system inspection and air filter change. - Fall Inspection: system inspection and gas heater inspection. The maintenance checklist includes tasks such as cleaning evaporator and condenser coils, inspecting refrigerant levels, adjusting temperature/pressure controls, inspecting electrical systems, checking mechanical systems, cleaning or replacing air filters, and inspecting heating systems. Emergency services and additional repairs are available at an agreed-upon prevailing rate. Equipment covered includes condensers/chillers, package units, split systems, and exhaust fans. Period of Performance The initial contract term is one year from the date of final contract execution with options to renew for up to two additional one-year terms. Bidder Requirements Bidders must be registered vendors in good standing with North Carolina's Electronic Vendors Portal (eVP). They must comply with requirements regarding HUB participation (10% utilization of diverse firms), financial stability certifications, background checks for personnel providing services under the contract, and must not subcontract without prior written consent from the State.
