IAW the Revolutionary FAR Overhaul 12.202(1)(i): This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA8504-26-R-0001 is issued as a request for proposal (RFP) for the sustaining engineering, logistics support, maintenance, technical, logistics, and overhaul repair service efforts required for Contractor support of the Dowty R391 propeller, Line Replaceable Units (LRU), and O-level parts supply utilized by the U.S. Air Force (USAF), Naval Air Systems Command (NAVAIR) [which oversees the following: U.S. Navy (USN), U.S. Marine Corps (USMC), and USMC-Reserves (USMC-R)], U.S. Coast Guard (USCG), and Foreign Military Sales (FMS) customers (hereinafter the term Government means the USAF, USN, USMC, USMC-R, USCG, FMS partners, and other United States Government (USG) agencies) on all variants of the C-130J aircraft. The Contractor shall perform unit support, supply support, depot support services, and collect, develop and deliver limited data In Accordance With (IAW) the requirements contained herein, and the applicable Contract Data Requirements Lists (CDRL). This effort includes the provision of materials and services that the Contractor shall provide to sustain the propulsion systems in peacetime and contingency operations. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Background The U.S. Air Force (USAF) is issuing solicitation number FA8504-26-R-0001 for a Joint Propeller Sustainment Solution (JPSS) aimed at providing sustaining engineering, logistics support, maintenance, technical support, and overhaul repair services for the Dowty R391 propeller and associated components used on all variants of the C-130J aircraft. This contract will support not only the USAF but also the Naval Air Systems Command (NAVAIR), which includes the U.S. Navy (USN), U.S. Marine Corps (USMC), and U.S. Coast Guard (USCG), as well as Foreign Military Sales (FMS) customers. The goal of this contract is to ensure effective support for propulsion systems during both peacetime and contingency operations. Work Details The contractor will be responsible for: 1. Unit support, supply support, and depot support services for the Dowty R391 propeller and related components. 2. Collecting, developing, and delivering limited data in accordance with the requirements specified in the Performance Work Statement (PWS) and applicable Contract Data Requirements Lists (CDRL). 3. Providing materials and services necessary to sustain propulsion systems. 4. Managing inventory control points and spare parts management as outlined in PWS sections 8.1 and 8.2. 5. Complying with Wide Area Workflow Payment Instructions. 6. Delivering various items including but not limited to: - Firm Fixed Price items for engineering services, performance incentives, supply chain management, non-recurring engineering tasks, travel & per diem costs, and spare component procurement. 7. Ensuring quality assurance through commercial item inspection protocols. Place of Performance The work will be performed at various locations as specified by task orders issued under this contract.
