The Contracting Department, NAVSUP Fleet Logistics Center, Norfolk, VA, 23511-3392 intends to negotiate a Full and Open Competition Fixed Price type contract and will utilize the procedures of FAR Part 13, Simplified Acquisition Procedures, requirement is for Industrial Specialty Gas Delivery (Compressed Oxygen, Acetylene, Nitrogen, Argon) and Bottle Rentals for Base Year plus (4) years and 6-month Options, period of performance 01April 2026 to 31Mar2030. Delivery is FOB Destination and is required not later than 30 days after contract award; Delivery Location is Great Lakes, IL 60088 . Responsibility and Inspection:unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The Government will conduct an acceptance inspection at the point of delivery. The North American Industry Classification System (NAICS) code for this acquisition is 325120 with a size standard of 1250 employees. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Background The Contracting Department, NAVSUP Fleet Logistics Center, Norfolk, VA, is seeking to negotiate a Full and Open Competition Fixed Price type contract for the delivery of Industrial Specialty Gases and Bottle Rentals. This requirement supports the Surface Warfare Engineering School Command (SWESC) at Great Lakes, IL, which provides training for Hull Maintenance Technician accession school (HT 'A' School). The goal of the contract is to ensure continuous availability of specialty gases for training and operational needs over a period of five years with options for extension. Work Details The contractor will provide the following specialty gases and tank rentals: - OX C23 Oxygen Bank (12 Cylinder Bank), estimated annual usage: 8 sets - AC 5 Acetylene #5, estimated annual usage: 60 units - AR 300 Argon, estimated annual usage: 4 units. Deliveries must be made within 24 hours of request from the Government Technical Point of Contact (GTPOC). The vendor is responsible for removing empty tank-cylinders and supplying replacements. All gases must be delivered in compliance with safety regulations and labeling requirements as per CGA standards. The vendor must also ensure that cylinders are on-site at all times as needed.
