The Government will offer one award resulting from this solicitation to the offeror who is deemed responsible and is determined, based on the evaluation factors and sub factors, to represent the best value to the Government. This procurement is SET-ASIDE FOR SMALL BUSINESSES under NAICS Code 541690, Other Scientific and Technical Consulting Services. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. THE FOLLOWING ITEMS REPRESENT THE "PROPOSAL PACKAGE" THAT SHOULD BE RETURNED IN RESPONSE TO THIS SOLICITATION (Addendum to FAR 52.212-1, Instructions to Offerors Commercial Items (SEP 2023)). According to FAR 52-204-7 (b) (1) An Offeror is required to be registered in SAM when submitting an offer or quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. All Offerors must be registered and have an active status in the SAM database (www.SAM.gov) in order to be eligible for contract award. Background The U.S. Trade and Development Agency (USTDA) is issuing this Request for Proposal (RFP) to support its mission of advancing U.S. industry participation in energy and power projects in the Indo-Pacific region, which includes Southeast Asia, South Asia, and the Pacific Islands. The goal of this contract is to provide comprehensive technical advisory services and project scoping/evaluation services that will assist USTDA in identifying, evaluating, and designing project development activities that enhance energy infrastructure in low- and middle-income countries. Work Details The contractor will be responsible for the following tasks: 1. Provide timely written and verbal updates, analyses, recommendations, and guidance to support contract performance. 2. Prepare up to eight preliminary assessment reports summarizing technical viability and market potential of assigned project concepts. 3. Develop up to ten comprehensive project reports that include technical, financial, legal analyses, terms of reference, and budgets for assigned projects. 4. Conduct in-country scoping missions to assess opportunities through site visits and meetings with stakeholders. 5. Review proposed changes in terms of reference or budgets for ongoing or completed USTDA activities as requested by the COR/ACOR. 6. Provide additional technical advisory support as needed, including specialized analyses and market research. 7. Maintain a contract status tracker to monitor deliverables and administrative information throughout the contract period. Period of Performance The period of performance for this contract is two years from the date of the Contracting Officer's signature on the contract. Place of Performance The work will be performed in various locations including India, Vietnam, Thailand, Indonesia, Malaysia, the Philippines, certain Pacific Island countries, and at the Contractor’s facility.
