The Contractor shall provide services for the design, development, facilitation, training, and analysis of strategic level academic and analytical wargames. Generally, there are 3-4 academic and analytical wargames (each) produced per calendar year. These basic services are measured by deliverables such as design briefs, prototypes, rulesets, analysis plans,etc.

Background The Department of Strategic Wargaming (DSW) has identified a growing demand for academic and analytical wargames that has surpassed its current capacity. To address this need, the DSW is seeking additional support through this contract, which aims to enhance its capabilities in wargame design and development for both academic institutions and government organizations. Work Details The Contractor shall provide services for the design, development, facilitation, training, and analysis of strategic level academic and analytical wargames. Key tasks include: 1. Wargame Design and Planning: - Requirement Analysis: Gather and analyze the wargame sponsor’s requirements. - Concept Development: Develop the core wargame concept including scope, theme, players, and constraints. - Research: Conduct comprehensive research related to the wargame’s theme. - Rules and Mechanics Design: Create or adapt core rules and mechanics. - Scenario Development: Ensure scenarios effectively cover academic objectives. - Documentation: Maintain comprehensive documentation including design outlines and rules manuals. 2. Wargame Development and Testing: - Component Creation: Create necessary physical or digital components such as maps and game boards. - Prototyping: Develop functional prototypes for testing. - Playtesting and Refinement: Oversee playtests to ensure game mechanics are balanced. 3. Wargame Execution and Analysis: - Facilitation/Moderation: Assist in facilitating the wargame during execution. - Data Collection Oversight: Manage data collection during the wargame. - Analysis and Reporting: Produce final analysis reports focusing on insights derived from the wargame results. Place of Performance The work will be performed at Carlisle Barracks, Collins Hall Building 650 in Carlisle, Pennsylvania.
