Background The Bureau of Safety and Environmental Enforcement (BSEE) is issuing this Request for Information (RFI) to gather insights from qualified small businesses capable of providing marketing, outreach, and market assessment support for the Ohmsett National Oil Spill Response Research & Renewable Energy Test Facility. The goal is to enhance awareness of Ohmsett's mission and capabilities, attract additional clients for testing events, and improve engagement with stakeholders in relevant industries. Work Details The anticipated scope of work includes: A. Strategy & Planning: Develop a marketing and outreach strategy aligned with Ohmsett’s mission, identify target audiences, create messaging frameworks, and provide branding recommendations. B. Digital Marketing & Content Support: Offer website content optimization, manage email campaigns, develop social media strategies, and provide analytics reporting. C. Event & Client Outreach: Promote test events and training opportunities, develop marketing collateral such as fact sheets and case studies, and support media outreach. D. Content Development: Create case studies, plan photo/video content, and update outreach materials. E. Measurement & Continuous Improvement: Establish key performance indicators (KPIs) for awareness and engagement, conduct periodic reviews to adjust strategies as needed. Additionally, BSEE is considering a phased approach for implementation that includes conducting a market assessment before executing the full marketing strategy. Place of Performance Performance is anticipated to be primarily remote with occasional on-site support at the Ohmsett facility located in New Jersey.
