Background The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is issuing this Request for Proposals (RFP) for the provision of Dental Preferred Provider Organization (DPPO) Plan Benefits and Administration Services. This contract aims to provide dental benefits to MDOT MTA's represented employees, retirees, and their eligible dependents as per the Collective Bargaining Agreements. MDOT MTA operates one of the largest multi-modal transit systems in the United States, serving approximately 2,510 benefit-eligible employees and around 2,200 active pensioners. Work Details The contractor will provide Self-Funded Dental Preferred Provider Organization (DPPO) Plan Benefits and Administration Services starting January 1, 2027. Responsibilities include: - Comprehensive dental plan benefits administration and services. - Control program costs and improve overall service with substantial access to quality provider networks. - DPPO benefits that are comparable or exceed current offerings. - National provider networks including access to current providers for enrolled members. - Online resources for members to compare providers based on quality and cost. - Reporting on provider outcomes and comprehensive plan data to MDOT MTA. The current plan includes in-network benefits at 100%, 80%, or 50% based on ADA classification with an annual maximum benefit of $1,650 per member. Period of Performance The contract will have a five-year base period with two optional three-year renewal periods, beginning January 1, 2027. Place of Performance Baltimore, Maryland. Bidder Requirements Offerors must be licensed in the State of Maryland to provide DPPO plan benefits at the time of proposal submission. A Minority Business Enterprise (MBE) subcontract participation goal of 3% and a Veteran-Owned Small Business Enterprise (VSBE) participation goal of 1% are established for this procurement. Offerors must also comply with insurance requirements including Commercial General Liability, Cyber Insurance, and Workers’ Compensation.
