Background The Syracuse Police Department is seeking proposals from qualified and experienced martial arts instructors or organizations to provide a comprehensive Brazilian Jiu-Jitsu (BJJ) training program for the Syracuse Regional Police Academy. The Department emphasizes training that is evidence-based, progressive, and aligned with law enforcement best practices. Work Details The contractor will deliver a detailed 26-week curriculum of Jiujitsu instruction for the Syracuse Regional Police Academy. This includes conducting two 26-week Jiujitsu programs with classes held twice a week, each lasting a minimum of one hour. Deliverables also include proof of insurance, documentation of instructors' credentials, and photographs of mat space. The program should focus on professional instruction tailored for law enforcement applications, improving recruits’ ability to control subjects safely and de-escalate encounters. It must comply with NYS Article 35 and integrate into future academy classes while promoting recruit fitness and wellness through martial arts training. The contractor is responsible for providing all necessary training equipment unless otherwise noted by the Department. Period of Performance The contract will last for one year from the date of execution, with two optional one-year renewals subject to approval by the Mayor and Common Council. Place of Performance Training will be conducted at the Syracuse Regional Police Academy or an agreed-upon location within 20 miles of Syracuse. Bidder Requirements Bidders must have significant experience in Brazilian Jiu-Jitsu instruction, particularly with law enforcement or military personnel. They must maintain valid certifications including Black Belt Certification and have adequate insurance coverage including general liability and professional liability. Bidders must also provide positive references from law enforcement or similar organizations.
