Background The Defense Logistics Agency (DLA) Energy is responsible for contracting petroleum products and services for the Department of Defense (DoD). TPM Inc. provides Contractor-Owned, Contractor-Operated (COCO) fuel services on leased Government property at Schofield Barracks, Hawaii. This Justification & Approval (J&A) is for the addition of two option periods, allowing for continued fuel services without interruption. Work Details The contractor will operate, maintain, manage, and provide retail/bulk fuel services for all fuel facilities at Schofield Barracks, including Hot Pit refueling at Wheeler Army Airfield. The contract includes responsibilities such as furnishing all labor and materials necessary for fuel services, accounting and administration, storage and distribution operations, and maintenance of COCO facilities. The performance will be measured by compliance with the Performance Work Statement (PWS). The two option periods consist of one twelve-month option from February 1, 2026, to January 31, 2027, priced at $60,000 per month (totaling $720,000), and one six-month option from February 1, 2027, to July 31, 2027, priced at $62,000 per month (totaling $372,000).
