Background The West Virginia Department of Tourism is issuing this Request for Proposal (RFP) to procure Dedicated Internet Access with a committed information rate and filtering services for all libraries in the state. This initiative aims to enhance the digital infrastructure supporting library services across West Virginia, ensuring that libraries have reliable internet access to serve their communities effectively. The procurement will be based on a best value evaluation, focusing on technical proposals and cost efficiency. Work Details The contract requires the vendor to provide Dedicated Internet Access with a committed information rate, along with filtering services at an additional cost. The proposal must include: 1. A detailed implementation timeline demonstrating how services will be operational by July 1, 2026. 2. A description of network design and construction routes, ensuring minimal aggregation or third-party equipment. 3. Identification of any special construction required, including costs associated with deploying new or upgraded network facilities. 4. A full range of Internet access bandwidth options, including minimum and maximum speeds and scalability. 5. Compliance with a Service Level Agreement (SLA) that includes 99.99% network availability, .25% frame/packet loss commitment, 3ms network latency commitment, and response times for outages. 6. A detailed trouble reporting and escalation plan, including incident reporting processes. 7. Provision of six public IPv4 addresses with five usable addresses for each library connection. 8. Content filtering services must be included as part of the bundled Internet solution. Period of Performance The contract will commence on July 1, 2026, and continue until June 30, 2027, with options for four one-year renewals. Place of Performance Services will be provided statewide across all libraries in West Virginia. Bidder Requirements Vendors must comply with specific qualifications including: 1. Proof of licensing and good standing with state agencies. 2. Compliance with federal regulations prohibiting equipment from companies posing national security threats. 3. Submission of fixed unit pricing for all goods and services specified in the RFP. 4. Ability to provide documentation for E-Rate funding applications and compliance with FCC rules regarding lowest corresponding price (LCP).
