NOTICE OF INTENT TO AWARD SOLE SOURCE This is a sole source synopsis published for informational purposes only. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a sole-source, cost-plus-fixed-fee (CPFF) contract to Battelle Memorial Institute (Address: 505 King Avenue, Columbus, OH 43201-2696). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1)(i), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. A Justification and Approval for the Use of Other Than Full and Open Competition has been prepared. The contractor will provide research and development services in the area of protective clothing and equipment for the Navy Clothing and Textile Research Facility (NCTRF). The primary purpose of the requirement is to study, analyze, advise, research, and develop deliverables to advance scientific and technical information through the application of knowledge and resources in achieving NCTRF's mission requirements. The objective of requirement is to provide research and development support for chemical/biological (CB) and multifunctional protection technologies, encompassing development from technology inception to transition. Support shall include research, development, maturation, demonstration, and transition of new technologies while also providing Science and Technology (S&T) solutions for the sustainment of fielded technologies. This will be accomplished through analysis of CB, ballistic, flame resistant, and other protection technologies and systems, and analysis of resulting test data. Additional program support shall include market surveys; identification of emerging requirements; materials and design concept development; fabrication of design concept prototypes for new protective clothing and equipment systems; conduct of laboratory tests and field demonstrations; analysis, reporting and documentation. The proposed effort will include a 12-month base period and will include four (4), one-year option terms.
