Background The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia intends to award a sole-source, cost-plus-fixed-fee (CPFF) contract to Battelle Memorial Institute. This decision is based on the authority that allows for negotiation with only one responsible source when no other supplies or services will satisfy agency requirements. A Justification and Approval for the Use of Other Than Full and Open Competition has been prepared. Work Details The contractor will provide research and development services focused on protective clothing and equipment for the Navy Clothing and Textile Research Facility (NCTRF). The primary tasks include: studying, analyzing, advising, researching, and developing deliverables to advance scientific and technical information in line with NCTRF’s mission requirements. The objective is to support research and development for chemical/biological (CB) and multifunctional protection technologies from inception to transition. Specific support tasks include: conducting research, development, maturation, demonstration, and transition of new technologies; providing Science and Technology (S&T) solutions for sustaining fielded technologies; analyzing CB, ballistic, flame resistant, and other protection technologies; conducting market surveys; identifying emerging requirements; developing materials and design concepts; fabricating design concept prototypes for new protective clothing and equipment systems; conducting laboratory tests and field demonstrations; as well as performing analysis, reporting, and documentation. Period of Performance The proposed effort includes a 12-month base period followed by four (4) one-year option terms. Place of Performance The contract will be performed at the Navy Clothing and Textile Research Facility.
