Summary

The Department of Veterans Affairs (VA) is conducting market research for Commercial Move Management Services. This notice is issued in accordance with FAR Part 10, FAR 8.401, and VAAR 819.70 for the purpose of: - Obtaining industry feedback on a draft Performance Work Statement (PWS) and draft pricing structure; and - Assessing the capability and availability of small business MAS contractors to perform the requirement in order to support the VA's set-aside determination. This notice and any associated draft RFQ materials are issued for planning and informational purposes only and do not constitute a solicitation. The VA will not make an award or establish a BPA based on responses to this notice. Scope of Requirement (Summary) The anticipated requirement includes, but is not limited to: - End-to-end management of employee relocation and move services - Coordination and oversight of third-party service providers - Homesale and transaction management support (e.g., BVO, AV, AVA) - CONUS and OCONUS relocations - Temporary Change of Station (TCS) move management - Quality control, performance monitoring, and reporting A detailed draft PWS and draft pricing structure are provided for review and comment.

Who Should Respond

The VA encourages responses from: - Small business, including SDVOSBs, VOSBs, WOSBs, HUBZone, and 8(a) firms; and - Other contractors capable of performing the requirement. Participation is open to all eligible contractors, regardless of business size, to ensure comprehensive market research.

Requested Information

Interested vendors are requested to submit responses addressing: - the requested information in the attached RFI - RFI's in response to the Draft RFQ (if applicable) The VA is not requesting pricing, technical proposals, or past performance submissions at this time.

Use of Responses

Information received will be used by the VA to: - Support the small business set-aside determination; - Refine the draft PWS and pricing structure; and - Inform acquisition planning for a potential future RFQ Submission of a response does not confer any advantage or disadvantage in any future procurement.

Future Solicitation

If the VA elects to proceed, a final RFQ with established evaluation criteria will be issued separately.
