The purpose of this Invitation for Bid (IFB) is to obtain pricing for a Vendor to provide services for disposing wood waste and vegetative debris (e.g., stumps and brush) resulting from various projects, clearing/grubbing operations, storm damage, etc. for Highway Division 13 of the North Carolina Department of Transportation (NCDOT). This solicitation is not intended to cover construction debris (e.g. plywood, treated lumber, untreated lumber, painted wood, etc.) or Vendor hauling of the wood waste and vegetative debris. The intent of this solicitation is to award an Agency Specific Term Contract.
Background The North Carolina Department of Transportation (NCDOT) is issuing this Invitation for Bid (IFB) to obtain pricing for services related to the disposal of wood waste and vegetative debris, such as stumps and brush, resulting from various projects, clearing/grubbing operations, and storm damage for Highway Division 13. This solicitation does not cover construction debris or vendor hauling of the wood waste and vegetative debris. The intent is to award an Agency Specific Term Contract that aligns with Governor Cooper’s Executive Order 80, which focuses on sustainability and addressing climate change. Work Details The selected vendor will be responsible for disposing of wood waste and vegetative debris at their facility. This includes all permitting, storage, handling, processing, and disposal in compliance with Federal, State, and Local Regulations. NCDOT will handle the hauling of the debris to the vendor's facility. At least one facility must be FEMA approved and permitted by the North Carolina Department of Environmental Quality (NCDEQ). Vendors must provide a list of facility addresses located within Division 13 and indicate which are FEMA approved and DEQ permitted. Period of Performance The contract will have an initial term of three (3) years starting from the date of final contract execution. The state reserves the right to extend the contract term with the vendor's concurrence after the last active term. Place of Performance Services will be performed at the vendor's facilities located within Highway Division 13 in North Carolina. Bidder Requirements Vendors must be registered with the North Carolina Secretary of State as a vendor in good standing. They must complete various attachments including: ATTACHMENT A (Pricing Form), ATTACHMENT D (HUB Supplemental Vendor Information), ATTACHMENT E (Customer Reference Form), ATTACHMENT F (Location of Workers Utilized by Vendor), and ATTACHMENT G (Certification of Financial Condition). Additionally, vendors must comply with E-Verify requirements for employees.
