Background

The Naval Special Warfare Command (NSWC) aims to enhance the development, procurement, and integration of unmanned systems (UxS) capabilities to support the Joint Force, Special Operations Forces (SOF), and allied SOF. NSWC intends to award contracts or agreements under Other Transaction Authority (OT) to implement a new delivery method for UxS capabilities termed 'UxS as a service' and First Person View (FPV) platforms. The goal is to provide systems that enhance mission effectiveness through various technological components and services.

Work Details

The contract will involve the following tasks and services: 1. Development of UxS capabilities that include platforms, payloads, Processing-Exploitation-Dissemination (PED), programming (firmware, software, AI), communications/data transfer, and Command and Control (C2) systems. 2. Solutions should be offered under a subscription-based model providing continuous innovation with real-time feedback for improvements, regular updates/upgrades, training, maintenance, and spare parts support. 3. Offerings must include a comprehensive list of UxS products such as complete systems, platforms, payloads, communication equipment, software options, mission planning tools, etc., at competitive prices. 4. Compliance with applicable regulations regarding component origins, remote ID requirements, safety assurances, cybersecurity measures, and other operational standards is necessary. 5. The contract may also explore innovative solutions for FPV ISR operations to enhance situational awareness and FPV kinetic operations for target engagement.

Period of Performance

The period of performance is generally expected to be no greater than 12 months unless otherwise negotiated.

Place of Performance

The geographic location for performance may include NSWC or USSOCOM experimentation venues.
