The Commonwealth of Massachusetts State 911 Department is responsible for coordinating, administering, and implementing enhanced 911 service throughout Massachusetts. The Department supports approximately 194 Public Safety Answering Points (PSAPs) and operates three of these centers. This solicitation aims to acquire training programs, tools, and products for specialized training, certification, and re-certification of 911 telecommunicators to ensure compliance with state regulations.
The contract will include the provision of training programs and certification courses for 911 telecommunicators. Specific areas of focus include:
- Active Shooter scenarios
- Customer Service training - Testifying in Court preparation - Ethics training - Incident Command Systems training - Communications Training Officer courses - Communications Manager courses. Bidders must provide course materials such as manuals and videos necessary for conducting the training. Additionally, subscription-based learning programs offering ongoing education resources are required. Training tools such as CPR dummies and dispatch protocols must also be included as part of the proposal.
The contract is expected to commence on February 1, 2026, with an initial duration of three years. There are options for two additional three-year extensions at the discretion of the Department. The total maximum duration of the contract shall not exceed nine years from the effective date.
The services will be performed throughout the Commonwealth of Massachusetts at various PSAP locations including Billerica, Middleborough, Middleton, Milford, Pittsfield, and Springfield.
Bidders must comply with specific qualifications including having a principal place of business in Massachusetts and being in operation for at least one year. They must provide references from previous clients for similar services. Participation in the Small Business Purchasing Program (SBPP) is encouraged but not mandatory; however, SBPP participants will receive preference during evaluation. Additionally, bidders must demonstrate a commitment to supplier diversity by partnering with certified diverse businesses.
