This is a Sources Sought Synopsis notice for information to be used for preliminary planning purposes. The information recieved will be used within ASRC Federal to facilitate the decision-making process and will not be disclosed outside of the agency. AFRC Federal on behalf of the Government is seeking qualified design firms in the Architect-Engineering-Planning industry to submit an SF330 to revise, refresh and develop Master Plans (Installation Development Plans, District Plans, Area Development Plans and related Community planning services) for Vance AFB and Kegelman Auxiliary Airfield (KAA). This announcement is not a request for proposal. Neither ASRC Federal nor the Government will pay or reimburse any costs associated with repsonding to this request. The Government and ASRC Federal is under no obligation to award a contract as a result of this announcement. SF330's will be due NLT February 18, 2026 at 11:00AM CST and emailed to betty.kliewer.ctr@us.af.mil. No award will be made unless Government funding is approved. Background ASRC Federal, on behalf of the Government, is seeking qualified design firms in the Architect-Engineering-Planning industry to submit an SF330 for the revision, refresh, and development of Master Plans (Installation Development Plans, District Plans, Area Development Plans, and related Community planning services) for Vance AFB and Kegelman Auxiliary Airfield (KAA). Vance AFB is home to the 71st Flying Training Wing whose mission is to train pilots. The goal of this contract is to maintain detailed yet flexible plans that guide consolidation efforts, development plans, stationing actions, and other real property activities. Work Details The Contractor shall provide Master Planning Support for indefinite delivery and indefinite quantity District Plan updates at Vance AFB and Kegelman Auxiliary Airfield. Each plan will be solicited through separate task orders over a 5-year period. The anticipated tasks include: 1. **Project Management** - Develop a Project Management Plan (PMP) detailing technical approach, project planning chart, organization of the project team, schedule management, quality management, project communications, stakeholders/POCs, quality assurance plan, and accident prevention plan. 2. **Contract Kick-Off Meeting** - Host a meeting to introduce personnel and review scope of work. 3. **Pre-Planning** - Establish major assets within the district and organize information for the Charrette Site Visit. 4. **Charrette Site Visit** - Conduct analysis with key stakeholders to validate findings. 5. **District Plan Documentation** - Prepare reports including planning strategies, development constraints, alternatives analysis, preferred alternatives, and implementation plans. Period of Performance The contracted period of performance for each task order is 12 months from award. Place of Performance Work will be completed primarily at the Contractor’s office and partially onsite at Vance AFB and Kegelman Auxiliary Airfield located near Enid, Oklahoma.
