Background The City of Colorado Springs Parks, Recreation & Cultural Services Department is seeking information from qualified organizations to manage a youth and adult flag football program within the city limits. The goal is to provide a structured, safe, and developmentally appropriate flag football experience for participants in grades 3 through 8 during the Spring (April-May) and Fall (August) seasons. Additionally, there will be year-round opportunities for adults. Work Details The contractor will be responsible for operating a youth flag football program that includes: - Managing approximately 144 games annually, with around 72 games in Spring and 27 games in Fall for youth. - Organizing adult leagues with an estimated 60-80 games in Spring and Summer, 30-60 games in Fall, and 20-40 games in Winter. - Providing officials for various divisions: - Youth: 3rd/4th Grade (1 Official), 5th/6th Grade (1 Official), 7th/8th Grade (2 Officials). - Adult: 5 on 5 (2 Officials), 8 on 8 (3 Officials). - Ensuring compliance with safety standards such as USA Football certification and concussion management protocols. - Recruiting trained and background-checked coaches, referees, and volunteers. - Coordinating field scheduling with local schools and facilities. - Providing an Annual Report detailing the number of officials and training meetings. Period of Performance The program is expected to operate year-round with specific seasons outlined: Youth Spring Season from May to June, Youth Fall Season from August to September, and Adult leagues running throughout the year. Place of Performance The services will be performed at various locations within Colorado Springs including Memorial Park, John Venezia Park, Ford Frick Park, Ragain Field, and Skyview Sports Complex. Bidder Requirements Respondents must demonstrate experience in managing youth flag football programs or similar activities. They must provide qualified staff over the age of 18 who have completed background checks. The contractor must also show financial stability and may need to provide financial statements upon request.
