SUBMISSION OF RESPONSES

Respondents shall provide capability statements with specific information regarding their ability to provide the required materials (described in the SSN Attachment). NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 27 January 2026. Responses shall list "N64498-25-RFPREQ-PD-40-0023" in the subject line. No phone calls shall be accepted. This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Background The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking information regarding the procurement of services for multidisciplinary naval engineering systems, lifecycle management, and support across all ship classes and land-based engineering sites. This notice serves as a market research tool and does not constitute a Request for Proposal. Work Details The contractor will provide comprehensive engineering, logistics, administrative, training, and documentation support across multiple shipboard and land-based systems. This includes mechanical, electrical, electronic, and integrated domains. Services will encompass full system life cycle support including design, testing, troubleshooting, alterations, obsolescence management, logistics product development, training delivery, and administrative coordination. The contractor is also responsible for developing and maintaining technical documentation, providing logistics and supply chain support, delivering system and operator training, and furnishing necessary administrative services to plan, track, and report engineering activities. The work will involve all classes of U.S. Navy platforms including Aircraft Carriers, Surface Ships, Submarines, and other military vessels. Specific machinery and systems supported will be limited to Naval auxiliary machinery for aircraft carriers, surface ships, and submarines. The contractor must coordinate with Original Equipment Manufacturers (OEMs) for technical data and support. Period of Performance The anticipated period of performance spans 5 years with a 12-month base period followed by four 12-month option periods beginning at the time of award. Place of Performance Primarily at the Naval Surface Warfare Center Philadelphia Division (NSWCPD).
