Background The Department of Veterans Affairs (VA) is issuing this solicitation to provide Sober Living housing and services for an estimated 39 Veterans with substance use disorders participating in the Substance Disorders Treatment Program (SDTP) at the Michael E. DeBakey Veterans Affairs Medical Center in Houston, TX. The goal of the contract is to facilitate recovery by providing a safe and supportive living environment while Veterans engage in treatment. Work Details The Contractor shall provide sober living residential services, which include: 1. A safe, secure, recovery-oriented environment for 10-39 Veterans diagnosed with substance use disorders. 2. Compliance with all applicable policies and regulations, including the Privacy Act and HIPAA. 3. Maintenance of facilities that meet local safety codes, health standards, and are certified by relevant authorities. 4. Provision of first aid equipment and emergency evacuation plans. 5. Conducting fire exit drills quarterly and maintaining fire safety equipment as per NFPA standards. 6. Ensuring that all residents are capable of leaving the building unaided in emergencies. 7. Developing an Integrated Pest Management Plan to prevent infestations. Period of Performance The contract will be performed over multiple periods starting from March 1, 2026, through February 28, 2031, with specific periods outlined for each year. Place of Performance All services will be provided at the Contractor's facility located within a 15-mile radius of the Michael E. DeBakey VA Medical Center in Houston, TX.
