Background

The New Hampshire Department of Energy is seeking proposals from qualified firms to provide utility technical consulting services, specifically focusing on revenue requirement consulting. This initiative is authorized under RSA 12-P:2, which allows the Department to advocate for its position before the New Hampshire Public Utilities Commission (PUC) and ensure that utility services are provided at just and reasonable rates. The Department anticipates three utility rate cases during the initial contract period, with the possibility of additional adjustments.

Work Details

The selected consultant will perform a range of financial consulting tasks related to gas and electric distribution utility rate cases. Key responsibilities include: 1) Reviewing proposed revenue requirements and resultant rate increases; 2) Analyzing utility depreciation studies, expenses, and reserves; 3) Evaluating revenue requirements and rate increases associated with step adjustments; 4) Preparing interrogatories and participating in discovery activities; 5) Engaging in technical sessions and settlement discussions; 6) Preparing direct, rebuttal, and surrebuttal testimony; 7) Responding to interrogatories; 8) Attending hearings for live testimony and cross-examination. The consultant will also conduct an initial project scoping meeting to establish project plans, deliverables, milestones, and communication protocols.

Period of Performance

The contract will be for a period of three years, with an option for up to three one-year extensions based on performance and needs. The anticipated start date for the contract is April 2026.

Place of Performance

The work will primarily be conducted virtually via Microsoft Teams, with potential attendance at hearings as required by the PUC.

Bidder Requirements

Proposals must comply with Form P-37 (version 2/23/2023), which includes general provisions applicable to contracts. Proposers must demonstrate compliance with all applicable laws regarding non-discrimination in employment.
