Summary

This Request for Information (RFI) notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), on behalf of tNSWCPD Code 427, which is responsible for Surface Ship Propellers, Shafting, Waterjets, and Bow Thrusters. The Government is seeking information regarding the procurement of Hardware and software upgrades to the Defense Maritime Solutions, Inc. Littoral Combat Ship Independence Variant (LCS-2V) Waterjet Control Unit (WCU). Specifications are listed in the attached RFI notice and Statement of Work (SOW).

SUBMISSION OF RESPONSES

Respondents shall provide capability statements with specific information regarding their ability to provide the required materials (described in the SOW and RFI attachment) to meet Division 42 needs. NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 27 January 2026. Responses shall list "N64498-26-SIMACQ-PD-42-0068" in the subject line. No phone calls shall be accepted. This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Background The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This contract aims to address significant obsolescence challenges faced by the Littoral Combat Ship Independence Variant (LCS-2V) fleet regarding the Waterjet Control Unit (WCU), impacting operational readiness and maintenance due to outdated hardware and software components. Work Details The contractor shall provide all labor, materials, equipment, specialty tools, software, and technical expertise required to fulfill the following scopes of supply: - Develop a solution for the obsolescence of WCUs on the LCS 2V class across seventeen shipsets; - Implement a solution on LCS 32 through 38 to enable installation and licensing of Lipstronic software on WCU WAGO PLCs; - Develop a new HMI software update allowing trained personnel to view and adjust Waterjet steering parameters; - Create feedback redundancy for FU and NFU control systems; - Procure new HMI screens for LCS 26 through 38; - Deliver a fully functional prototype of the proposed WCU system for testing; - Develop comprehensive shipboard installation and testing procedures; - Backfit obsolete components for LCS 6 through 30; - Perform shock qualification testing; - Aid in developing Ship Design Changes (SCD); - Provide a Rough Order of Magnitude (ROM) cost estimate. Place of Performance The work will be performed at designated locations associated with the Naval Surface Warfare Center Philadelphia Division.
