Background The West Virginia Department of Health (DH), Bureau for Public Health (BPH), Office of Environmental Health Services (OEHS) is announcing the 2026-2027 Local Source Water Protection Grant offering. This grant program is authorized by West Virginia State Code §16-13C-2(b) and aims to support community-based programs that protect sources of public drinking water, particularly for Surface Water and Surface Water Influence Groundwater Systems. The goal is to empower local stakeholders to design and implement effective protection strategies for their water supply. Work Details The grant provides funding for projects that directly protect sources of public drinking water. Eligible activities include: - Preparing and updating source water protection plans; - Refining or augmenting the inventory of potential sources of significant contamination (PSSCs); - Developing implementation strategies to prevent non-point source pollution; - Enhancing emergency response plans; - Conducting educational programs; - Erecting signs to promote source water protection; - Installing physical security measures at raw water intakes. Each project must address active or planned sources for public water systems, with a maximum award amount of $50,000 per applicant. Period of Performance The grant period is from July 1, 2026, to June 30, 2027. Place of Performance The geographic location for performance includes various community water systems across West Virginia that utilize surface water or surface water influenced groundwater sources. Bidder Requirements Eligible applicants include community water systems (CWS), groups of adjacent CWS, or not-for-profit contractors working on behalf of a CWS. Individuals, private firms, unincorporated citizen groups, or government units not classified as CWS are ineligible. Priority will be given to proposals from CWS that have not previously received a Source Water Protection grant.
