Background The Town of West Springfield, through its Human Resources Department, is seeking proposals from qualified service providers with experience in municipal Employee Assistance Programs (EAP). The goal is to provide comprehensive support services to the Town's employees and their families, addressing various personal and work-related issues. Work Details The selected EAP provider will offer counseling services in areas such as alcoholism/substance abuse, family difficulties, workplace violence, stress-related problems, gambling, financial issues, and other personal difficulties. The program will include assessment and referral services with up to three counseling sessions per member per issue per year. The provider must have a local office within West Springfield or a 5-mile radius and demonstrate experience with similar programs for municipalities. Services must comply with Massachusetts General Laws. Period of Performance The contract will commence on March 1, 2026, for an initial period of four months, followed by two one-year renewal options from July 1, 2026, to July 31, 2028. Place of Performance Services will be provided at a local office in West Springfield or within a 5-mile radius. Bidder Requirements Bidders must have at least five years of experience providing EAP services to Massachusetts municipalities. They must also provide malpractice/liability insurance of $3 million per incident and aggregate coverage. Proposals must include a letter of transmittal signed by an authorized individual and references from three Massachusetts municipalities where similar services were provided.
