Background Texas Southern University (TSU) is a prominent institution in Texas, recognized as one of the largest Historically Black Colleges/Universities (HBCUs) in the nation. Established in 1927, TSU has evolved into an elite, Carnegie R2 Institution, committed to providing diverse educational opportunities and fostering social mobility. The university currently offers over 120 undergraduate and graduate programs and is situated on a 150-acre campus in Houston's historic Third Ward community. TSU aims to enhance its electrical services through this Request for Proposal (RFP) to ensure efficient operations across its campus. Work Details The selected contractor will provide comprehensive electrical services throughout the TSU campus and off-site properties. Key responsibilities include: 1. Furnishing all necessary permits, labor, materials, equipment, tools, and maintenance services. 2. Performing repairs on the Main 15kV switchgear located in the Central Plant Vault Vacuum Breaker-Feeder #3, including tasks such as testing breakers and relays, investigating charging circuits, replacing faulted potential transformers (PTs), cleaning and testing bus systems, and isolating switchgear for safe maintenance. 3. Replacing the existing battery bank and verifying proper operation post-installation. 4. Conducting a coordination study to ensure proper protection between incoming fuses and downstream feeder breakers (Breakers 1-6). 5. Providing a detailed report of findings and recommendations after inspections. 6. Responding to emergency electrical issues within two hours of notification from TSU staff. Period of Performance The base contract term is two years from the effective date of the agreement, with options for up to three additional one-year renewals, not exceeding five consecutive years total. Place of Performance All work will be performed at Texas Southern University’s campus located at 3100 Cleburne Street, Houston, Texas 77004. Bidder Requirements Bidders must demonstrate qualifications as certified electricians with a minimum of four years’ experience under a Texas Master Electrician. They must provide proof of insurance coverage including Workers Compensation Insurance and Commercial General Liability Insurance with specified minimum limits. Additionally, contractors must comply with all applicable laws regarding hiring former state employees and disclose any conflicts of interest.
