Background The Elgin Mental Health Center, part of the Illinois Department of Human Services, is seeking a vendor to provide comprehensive water testing and analysis services for fiscal years 2026 through 2028. The goal of this contract is to ensure safe, high-quality water throughout all facility systems by advising on and implementing an industrial water treatment program that complies with state and federal regulatory standards. Work Details The vendor will provide the following services: 1. Conduct routine water quality testing for various systems including: - Steam Boiler Systems (testing required at each site visit) - Steam condensate return systems (testing required at each site visit) - Closed recirculating systems (12 MTW loops, 2 samples per visit) - Chilled Water closed loop (1 loop, tested twice per fiscal year) - Glycol testing for 5 chilled water loops (once per fiscal year) - Hot potable water systems (2 samples per visit) - Cold potable water systems (9 samples to test, plus additional samples as specified) - Cooling Tower/Evaporative Condenser Systems (tested twice per fiscal year) 2. Supervise the water treatment program with six site visits bimonthly. 3. Conduct field testing and laboratory analysis on representative samples when required, not exceeding 10 samples annually without prior client approval. 4. Provide written reports after each visit detailing evaluations and recommendations. 5. Advise facility personnel on procedures for testing and applying water treatment chemicals. 6. Provide consultation on water-related issues via telephone or correspondence. 7. Supply sample bottles for all testing. 8. Perform ATP, bacteria, fungi, and Legionella testing on dental unit water lines once per fiscal year, with reports provided thereafter. 9. Conduct quarterly Legionella testing for the facility's water systems with recommendations for remediation as needed.
