The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to solicit a Firm Fixed Price (FFP), multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract and will utilize procedures under Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, and FAR Part 15 - Contracting by Negotiation. The Government intends to procure one (1) 3-year base ordering period. The anticipated date of the award is on or about 24 August 2026. The anticipated start date of performance is 23 September 2026. This presolicitation notice is NOT a request for competitive quotations. A complete RFQ package will be available on or about 23 February 2026, by downloading the documents at the SAM.gov website as follows: https://www.sam.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. The goal of this contract is to provide advanced profiling floats that meet NAVOCEANO standards, ensuring secure data collection and transmission over satellite communications. Work Details The contract involves the purchase of air-rigged or air/surface-deployable profiling floats that must communicate in Short Burst Data (SBD) format via the Iridium Satellite system. Key specifications include: - Must meet FIPS 140-# encryption standards with Level 1 security. - Capable of underwater profile measurements of salinity, temperature, and pressure. - Must operate unattended for at least 120 profiles to a minimum depth of 500 meters. - Each float must be programmed for specific operational parameters at the delivery order level, including ballasting and environmental conditions. - The profiling float must be capable of collecting data from multiple cycles to depths of at least 2,000 meters in less than 24 hours. - Must support operations from sea state 0 through sea state 6. - Optional sensor packages may be included but are not mandatory for selection.
