THIS IS A SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought is in support of Market Research being conducted by the Alabama Army National Guard, and is issued for information and planning purposes only. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract on the basis of this market research. The Alabama National Guard is requesting information, pursuant to FAR PART 10, in order to identify potential sources to perform CERFP SCTE Role Players, Moulage/Clothing, Weighted Manikins, Simulants, Lumber Package, and Ambulance Service Support. The exercise will be in support of domestic operations and provide operations planning and execution. Please see the attached Performance Work Statement (Draft) for details.

Period of Performance

1 March 2026 through 4 March 2026. Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and nonpersonal services necessary to perform required service. The proposed North American Industry Classification Systems (NAICS) Code is 561320 Temporary Help Services, which has a corresponding Size Standard of - $34 Million.The Government is interested in all small businesses. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners. 1. Responses should include the following information:

Your capability statement should demonstrate a firm understanding of the requirements, addressing the following, at a minimum: a. Provide a brief history of your business, to include organization structure, experience in providing medical support to the commercial market and how you have the resources necessary to fulfill the PWS requirements. b. Describe subcontracting services previously utilized. If you are a small business, explain how you would conduct 51% of the work if this requirement was set aside for small businesses. c. Describe how your current commercial/federal contracts are structured. 3. Please identify potential issues, questions, or problems with the PWS that may make it difficult to perform or greatly increase the cost of the performance.

Program Management: Provide materials and services to accomplish all tasks outlined in the Performance Work Statement (PWS), including scheduling meetings and submitting reports. 2. Provide Role Players: Supply role players for exercises as per Technical Exhibit specifications, including moulage with various medical issues and transportation between venues. 3. Ambulance Service: Provide two ambulances with trained EMTs at the training site. 4. Lumber Package: Supply lumber for training operations along with two qualified Technical Rescue Subject Matter Experts (SMEs). 5. Chemical Simulant Service: Provide chemical simulants for CBRN monitoring equipment along with one qualified SME. 6. Close-Out Reports: Submit reports at the end of the performance period detailing activities and outcomes. Period of Performance 1 March 2026 through 4 March 2026. Place of Performance Training sites located at Clarke Range and Simulated Collapsed Structure Site.
