Background The Hawaii Department of Transportation (HDOT), Harbors, is seeking the services of a qualified consultant to provide General Archaeological Services statewide under Project No. Q90211. This contract will be an Indefinite Quantity contract with a budget not to exceed $2,000,000, subject to the availability of funds. The services are anticipated to be immediately required and will support Federal-aid and/or State-funded projects over a period of five years from the Notice to Proceed. Work Details The contractor shall provide general archaeological services on an 'as-required' basis as determined by HDOT Harbors. Specific services include: 1) Compliance assistance with various environmental and historic preservation acts; 2) Development and performance of mitigation work; 3) Assistance with Programmatic Agreements and/or Memoranda of Agreements; 4) Handling unexpected discoveries during construction; 5) Coordination with relevant agencies; 6) Production of necessary correspondence and reports; 7) Provision of electronic copies of final reports; 8) Creation of GIS shapefiles or geodatabases for submissions to SHPD. Period of Performance The contract will be performed over a period of five years from the date of Notice to Proceed. Place of Performance Services will be performed statewide in Hawaii. Bidder Requirements Interested firms must be on HDOT’s Qualified Consultant List for fiscal year 2026. They must provide proof of insurance including general liability, automobile liability, and professional liability insurance with specified limits. Additionally, firms must possess a current archaeological permit issued by the Hawaii Department of Land and Natural Resources.
