Background The South Carolina Department of Transportation (SCDOT) is soliciting bids for glass beads used in traffic paint. The purpose of this solicitation is to establish a source or sources of supply for the purchase of new supplies and/or equipment as listed. SCDOT's mission includes ensuring safe and efficient transportation systems. This contract aims to support that mission by providing necessary materials for traffic paint. Work Details The contractor will provide glass beads that meet the requirements specified in Section 624.2.3 of the SCDOT 2025 Standard Specifications for Highway Construction. The glass beads must not contain more than 200 ppm (total) arsenic, antimony, or lead when tested according to EPA Methods 3052 and 6010B. Each batch must come with a certification of compliance including results for gradations, roundness, and moisture resistance. The beads must be packed in bulk bags meeting specific requirements, including a minimum weight of 2,000 pounds and constructed from durable materials. Each bag must have a discharge chute and be stackable on pallets. Shipping records must be maintained for each shipment detailing the date, consignee, purchase order number, shipment size, batch numbers, and laboratory numbers. Period of Performance The initial term of the contract will be for one year starting from March 12, 2026, with the potential for four one-year renewals. This makes a total possible contract period of five years until March 11, 2031. Place of Performance Deliveries shall be made to the SCDOT Supply Depot located at 1418 Shop Road, Columbia, SC 29201. Bidder Requirements Bidders must have a state vendor number to submit an offer. They are required to submit a signed Cover Page and Page Two along with acknowledgment of any amendments. Bidders must also provide sales literature and Material Safety Data Sheets for each product included in their bid.
