Background The Hawaii Department of Transportation (HDOT), Harbors, is seeking a qualified consultant to provide General Archaeological Services statewide under Project No. Q90210. This contract is an Indefinite Quantity contract with a budget not to exceed $2,000,000, subject to the availability of funds. The services are anticipated to be required immediately and will support Federal-aid and/or State-funded projects. Work Details The contractor shall provide general archaeological services on an 'as-required' basis, including but not limited to: 1) Compliance assistance with the National Environmental Policy Act, Hawaii Environmental Policy Act, Section 106 of the National Historic Preservation Act, Chapter 6E, Hawaii Revised Statutes, and Section 4(f) of the Department of Transportation Act. Activities may include literature reviews, field inspections, archaeological inventory surveys, data recovery studies, cultural resource assessments, artifact analysis, and reporting. 2) Development and performance of mitigation work such as on-site archaeological monitoring and data recovery. 3) Assistance with Programmatic Agreements or Memoranda of Agreements. 4) Handling unexpected discoveries of historic properties or human remains during construction. 5) Coordination with agencies like SHPD and local preservation groups. 6) Production of necessary correspondence and reports for HDOT. 7) Provision of electronic copies of final archaeological reports and GIS shapefiles or geodatabases. Period of Performance The contract will be performed over a period of five years from the date of Notice to Proceed. Place of Performance Services will be performed statewide in Hawaii. Bidder Requirements Interested firms must be on HDOT’s Qualified Consultant List for fiscal year 2026. They must provide proof of insurance including general liability insurance ($1 million per occurrence), automobile liability insurance ($1 million per accident), and professional liability insurance ($1 million per claim). Firms must also possess a current archaeological permit issued by the Hawaii Department of Land and Natural Resources.
