Background The State of Michigan's Department of Technology, Management, and Budget is issuing a Request for Proposal (RFP) for statewide marketing and advertising services. Work Details The contractor will provide creative media advertising and digital media marketing services as outlined in Schedule A - Statement of Work. This includes developing marketing strategies, creating advertisements across various media platforms, managing digital campaigns, and ensuring compliance with state regulations. The contractor must furnish all labor, equipment, materials, and supplies necessary for the performance of the contract activities. Specific deliverables include but are not limited to: - Development of comprehensive marketing strategies tailored to state initiatives. - Creation of multimedia advertisements (print, digital, broadcast). - Management of social media campaigns and online presence. - Performance analytics and reporting on campaign effectiveness. Period of Performance The anticipated contract will begin on October 1, 2026, following a transition period starting June 1, 2026. The contract will have a term until September 30, 2029, with options for renewal for up to two additional one-year periods. Place of Performance Services will be performed primarily within the State of Michigan. Specific locations may vary based on campaign needs and client requirements. Bidder Requirements Bidders must demonstrate experience working with government entities or similar organizations. They must also comply with any applicable certifications such as Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business status under MCL 18.1261(8). Bidders are required to submit a completed Confidential Treatment Form with their proposal regardless of whether they seek confidential treatment of information.
