The service is to provide manage and integrate a complete system of computer hardware, software (SATRN), and communication technologies (MC3 network, AWS GovCloud, remote terminals. The Contractor's personnel will be given access to the MC3 network, including the AWS GovCloud, remote ground terminals (RGTs), partner networks, and US government systems used to track and maintain documentation for the system's ATO. The contractor will engage with US government personnel at NPS and elsewhere to ensure requirements are met for maintaining the ATO and for maintaining reliable operations for the ground stations that communicate with the program's orbiting vehicles. The contractor will also work with foreign mission partners such as those in the Square Dance (FVEY) project arrangement or others as directed to increase the reach and connectivity of the MC3 system.

Background The Naval Postgraduate School (NPS) Space Systems Academic Group operates the Mobile CubeSat Command and Control (MC3) ground station network, which provides communications services to orbiting small satellites built for the US government and its allies. This contract aims to provide network maintenance services for the MC3 system to maintain its DoD Authority to Operate (ATO), resolve network issues, provide updates and patches, and perform software bug fixes/improvements to the SATRN software. Work Details The contractor's personnel will have access to the MC3 network, including AWS GovCloud, remote ground terminals (RGTs), partner networks, and US government systems for tracking and maintaining documentation for the system’s ATO. The contractor will engage with US government personnel at NPS and other locations to ensure ATO requirements are met and maintain reliable operations for ground stations communicating with orbiting vehicles. The contractor will also collaborate with foreign mission partners in projects like Square Dance (FVEY) to enhance MC3 system connectivity. Specific tasks include: 1. **Program Management**: Provide updates on financials, tasks, schedules, and communications. 2. **MC3 AWS GovCloud Management**: Maintain AWS GovCloud instances, update SATRN software, document procedures for configuring instances, and provide network engineering expertise. 3. **MC3 Accreditation**: Responsible for accreditation activities for maintaining ATO, managing SATRN software compliance with accreditation requirements, continuous monitoring, system scanning, auditing, reporting, and creating necessary documentation for accreditors. 4. **Configuration Management**: Maintain current network/software state along with new features and bug fixes. 5. **SATRN Software Development**: Design, develop, and test modifications to ensure robust mission operations. 6. **Documentation**: Provide quarterly updates on software requirements specifications, design descriptions, test plans/procedures, version descriptions, user manuals, ICDs, and scan reports.
