Background

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is planning to solicit bids for a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Phase 2 project at the Portland VA Health Care System (VAHCS) located at 1601 East 4th Plain Boulevard, Vancouver, WA 98661. The goal of this contract is to enhance the infrastructure necessary for electronic health record management. Work Details: The contractor will be responsible for assessing, inspecting, and site verifying existing conditions prior to construction. The scope includes: - Demolition and removal of existing structures; - Providing labor, materials, equipment, and supervision; - Completing tasks across various disciplines including civil, plumbing, mechanical, electrical, and electronic. Specific tasks include: - Providing redundant fiber runs from the Main Computer Room (MCR) to various Telecommunications Rooms (TRs); - Adding primary fiber home runs in specified buildings; - Installing approximately 25 additional data drops in building 2 sterile processing; - Upgrading facility power distribution and HVAC systems; - Architectural demolition and construction of new spaces; - Structural alterations; - Electrical upgrades including panels and lighting; - Installation of Building Automation System (BAS) equipment; - Plumbing modifications; - Upgrades to data communication infrastructure including recabling to CAT 6A; - Upgrading fiber infrastructure campus-wide; - Abatement of asbestos and lead-based paint; - Fire suppression system upgrades; - Fire alarm upgrades; - Firestopping and caulking for penetrations; - Physical security upgrades including access control and surveillance systems. Period of Performance: Approximately 365 calendar days from the issuance of the Notice to Proceed.
