Summary: Background The Klahanie Vault Toilet and Well Removal project is issued by the U.S. Department of Agriculture (USDA) as a combined synopsis/solicitation for commercial items. The goal of this contract is to demolish and dispose of existing facilities at the Olympic National Forest, specifically targeting the vault toilet building and associated well infrastructure. This project aligns with the USDA's mission to manage national forests and grasslands sustainably. Work Details The contractor will be responsible for the following tasks: 1. Demolish and dispose of the existing vault toilet building, handpump well, concrete foundation, and in-ground vault. 2. Remove additional campground items including fire rings, picnic tables, signs, fee tube, site markers, and a metal gate (optional items). 3. Improve access to the site as part of the demolition process. 4. Decommission the water hand pump and well in accordance with WAC 173-160-381, requiring a licensed well driller for this task. 5. Ensure proper disposal of debris with an emphasis on recycling materials where possible. Period of Performance The contract period of performance is from July 15, 2026, to September 30, 2026. Place of Performance The construction projects will be performed at Klahanie within the Olympic National Forest in Washington State. Bidder Requirements Bidders must meet several requirements to qualify for this contract: 1. The opportunity is set aside for Small Businesses (Total Small Business Set Aside). 2. Contractors must possess appropriate licenses for demolition work and must have bonding capabilities as required for performance bonds. 3. A licensed well driller in the state where work is performed is mandatory for decommissioning the well. 4. Contractors are encouraged to attend a Pre-Bid Tour scheduled on June 25 from 12:00 PM to 2:00 PM PST. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract, including Hermann Enterprises under solicitation/contract 1240BD26P0028 for $7,000 (06/11/26–09/30/26). That prior work involved decommissioning and removing vault toilet structures, filling the vaults, and restoring disturbed areas at the Mt. Walker North Viewpoint, which is similar in scope to the current project’s demolition/disposal of a vault toilet facility and decommissioning/capping of associated well infrastructure.
