NASA awarded Contract No. 80SSC026C0003 to Nikkiso Cosmodyne on a sole-source basis pursuant to FAR 6.302-1 [RFO 6.103-1], Only One Responsible Source. The contract provides for a full-functioning modular, skid-mounted cryogenic air separation unit (ASU), specifically the PINE 8 Liquid Nitrogen Production Plant, and associated equipment and services required to support the production of high-purity liquid nitrogen at the John C. Stennis Space Center High Pressure Gas Facility. The Government determined that Nikkiso Cosmodyne was the only responsible source capable of meeting the Agency's requirements within the required schedule and technical parameters. Background This justification for other than full and open competition is prepared by NASA, specifically the John C. Stennis Space Center (SSC), under Contract No. 80SSC026C0003 awarded to Nikkiso Cosmodyne. The contract aims to procure a modular, skid-mounted cryogenic air separation unit (ASU), known as the PINE 8 Liquid Nitrogen Production Plant, to support high-purity liquid nitrogen production at SSC's High Pressure Gas Facility. Work Details The Pine 8 system is designed to produce high-purity liquid nitrogen at a rate of 86 metric tons per day (TPD) utilizing an advanced air-cycle refrigeration process. It includes essential components such as a feed air compressor, air treatment module, recycle compressor, turboexpanders, and a cold box that houses the core cryogenic equipment. The system is engineered for high efficiency with low specific power consumption (0.79 kWh/Nm³) and supports reliable, unattended operation with remote monitoring capabilities. The modular design allows for easy integration with existing infrastructure at SSC, including connections to current liquid nitrogen storage tanks and distribution systems. The system will supply Grade B liquid nitrogen as specified by MIL-PRF-27401 for critical testing and operational missions. Period of Performance The estimated period of performance for the LNASU system is no more than 18 months after contract award. Place of Performance The contract will be performed at the John C. Stennis Space Center High Pressure Gas Facility. Bidder Requirements Nikkiso Cosmodyne is identified as the only responsible source capable of fulfilling the requirements due to its proprietary technology and specialized expertise in cryogenic air separation systems.
