Summary (Newest Update)

Background The U.S. Army Research Laboratory (ARL), part of the Combat Capabilities Development Command (DEVCOM), is the Army's central laboratory, providing innovative science, technology, and analyses to support full spectrum operations. The ARL aims to maintain technological superiority through research and development of new product lines and technology breakthroughs. The contract focuses on preventative maintenance and repair services for hoisting/lifting equipment to ensure operational readiness at various Army facilities. Work Details The Contractor shall provide all labor, materials, tools, equipment, weights, transportation of weights, and supervision necessary for on-site inspections, repairs, functional tests, and load testing of hoisting/lifting equipment at the Adelphi Laboratory Center (ALC), Aberdeen Proving Ground (APG), and Graces Quarters (GQ). Services must comply with applicable technical manuals and manufacturer’s procedures, including load testing in accordance with Technical Bulletin (TB) 43-0142. The Contractor is responsible for coordinating with the Contracting Officer Representative (COR) to prepare a work schedule prior to commencing work. Additionally, the Contractor must provide timely updates on repair status and submit written cost estimates for repairs exceeding $10,000. Period of Performance The work is expected to commence no later than 30 calendar days after contract award. Place of Performance U.S. Army Research Laboratory, 6375 Johnson Rd, BLDG 321, Aberdeen Proving Ground, MD 21005-5001; Adelphi Laboratory Center (ALC), MD; Aberdeen Proving Ground (APG), MD; Graces Quarters (GQ), Middle River, MD. Bidder Requirements This solicitation is a 100% Small Business Set-Aside. Bidders must demonstrate relevant experience in providing maintenance and repair services for hoisting/lifting equipment. Key personnel must possess necessary certifications and security clearances as required by the nature of the work. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on W911QX23P0172, awarded to Craneworks for $52,632 (09/11/23–09/12/26). That prior work included annual inspection and load testing of stationary hoisting/lifting equipment at the Adelphi Laboratory Center (ALC), which aligns with the current requirement for on-site inspections, repairs, functional tests, and load testing of hoisting/lifting equipment at ARL facilities. The overlap in equipment type and the inspection/load-testing focus suggests the new effort may be a continuation or follow-on of the same maintenance/testing scope.
